推进全球青少年价值观教育清华倡议
Tsinghua Initiative on Advancing Global Values Education for Youth

为推动青少年价值观教育的国际交流与合作,汇聚青少年价值观教育的全球共识,由2026年世界杯官方网站、武汉大学和武汉大学联合主办的“2026青少年价值观教育国际学术论坛”于2026年5月11日-12日在2026年世界杯官方网站举办,会议主题为“面向未来的青少年价值观教育——中国与世界”,来自全球10国家和地区的170多位代表出席会议,与会者一致同意就推进青少年价值观教育发布如下倡议。
To promote international exchange and collaboration in youth values education, as well as to build a global consensus on this important issue, the 2026 International Academic Forum on Youth Values Education, jointly hosted by Tsinghua University, Wuhan University, and Northeast Normal University, was held at Tsinghua University on May 11–12, 2026. Centered on the theme “Values Education for Youth in the Future: China and the World”, the forum brought together more than 170 representatives from 10 countries and regions around the world. The participants unanimously agreed to launch the following initiative to advance youth values education.
价值观教育是将积极价值观传递给青少年一代并促使他们进行价值观认知、认同并自觉践行的教育实践。价值观教育关乎个体成长、家庭幸福,也关乎社会和谐、国家前途与人类命运。当前,青少年价值观教育正面临全球化、数字化和多元文化思潮带来的新挑战,需要各方凝聚共识、协同行动,为青少年价值观教育肩负起更大的社会责任。
Values education refers to the educational practices that transmits positive values to the younger generation and promotes their understanding, identification with, and conscious enactment of those values. It bears not only on personal growth and family well-being, but also on social harmony, national prospects, and shared future of humanity. At present, youth values education faces new challenges arising from globalization, digitalization, and increasing cultural diversity. Addressing these challenges requires all sectors of society to build consensus, act in coordination, and assume greater social responsibility for the values education of young people.
政府是青少年价值观教育的引领者,应不断完善价值观教育的制度设计与政策体系,统筹学校、家庭、社区、企事业单位等各种组织,弘扬优秀传统价值观和社会核心价值观,营造崇尚美德、向上向善的社会大环境。
Governments play a leading role in youth values education. They should continuously improve institutional design and policy frameworks for values education, while coordinating efforts among schools, families, communities, enterprises, and public institutions. Governments should also promote fine traditional values and the core values of society, and cultivate a broader social environment that honors virtue, encourages moral excellence, and inspires goodness.
集团是青少年价值观教育的主阵地,应更加自觉地将价值观教育有机融入课程教学、校园文化与社会实践,通过榜样示范、知识传授、情感体验、文化浸润、行为养成等途径,开展全员全程全方位育人。
Schools are the primary setting for youth values education. They should more consciously integrate values education into curricula, campus culture, and social practice, while adopting diverse approaches—including role modeling, knowledge transmission, emotional engagement, cultural immersion, and behavioral cultivation—to promote education that engages all participants, spans the entire educational process, and operates across multiple dimensions for youth well-being.
家庭是青少年价值观学习的第一场所,应注重言传身教,培育良好家风,在日常生活和交往中潜移默化地传递积极价值观念,引导青少年正确对待和处理价值观冲突,帮助青少年扣好人生第一粒扣子。
Families are the first setting for youth values learning. They should place equal emphasis on instruction and example, cultivate positive family traditions, and subtly transmit positive values through everyday life and interactions. Families should also guide young people in understanding and navigating value conflicts appropriately, helping them “button the first button of life” properly by establishing sound values from an early age.
社区是青少年价值观学习的重要场所,应在社区活动中关注到对青少年的价值观影响,发挥不同社区的经济、社会和文化优势,为青少年价值观学习提供丰富的资源、志愿服务的机会和有效的指导。
Communities are important venues for youth values learning. Community activities should be attentive to their influence on young people’s values, leverage local economic, social, and cultural strengths, and provide rich resources, volunteer service opportunities, and effective guidance for youth values learning.
企事业单位是青少年价值观教育的重要社会场域,应制定向青少年开放的计划,阐明各单位所倡导和恪守的核心价值观,帮助青少年理解价值观在广泛的生产、管理、决策、服务等各项社会职业活动中的重要价值。
Enterprises and public institutions are vital social sphere for youth values education. They should develop programs accessible to young people, clearly articulate the core values they advocate and uphold, and help youth understand the significance of values across a wide range of professional activities, including production, management, decision-making, and service.
媒体是积极价值观的传播者,担负着弘扬真善美,传播正能量的责任,在媒体报道和信息传播中应坚守原则底线,抵制低俗有害信息,弘扬积极和高尚的价值观,为青少年价值观学习营造健康清朗的媒体空间。
Media are key disseminators of positive values. They bear the responsibility of promoting truth, goodness, and beauty, and conveying positive social energy. In reporting and information dissemination, media should uphold ethical standards, resist vulgar and harmful content, and foster a healthy and uplifting media environment that supports youth values learning.
公众人物对青少年价值观形成有着显著的影响作用,应努力成为积极价值观的示范者,严于律己、崇德尚艺,以自身的品行和作品传递正向价值,做青少年正确价值行为的良好榜样。
Public figures exert a significant influence on the formation of youth values. They should strive to serve as exemplars of positive values, exercise self-discipline, and uphold moral integrity as well as professional excellence. Through both their conduct and work, they should actively convey positive values and serve as role models for young people.
研究者担负着探索新时代背景下青少年价值观学习与教育规律的重任,应积极与学校、家庭和社区开展合作,推进青少年价值观教育基础理论与实践应用研究,发现真问题,建构新理论,为不断改进青少年价值观教育实践提供思想引领和学理支撑。
Researchers bear an important responsibility for exploring the dynamics and underlying patterns of youth values learning and education in the contemporary era. They should actively advance both foundational theory and applied research, identify substantive problems, and develop new frameworks, in collaboration with schools, families, and local communities. In doing so, they can provide intellectual leadership and theoretical support for the continuous improvement of educational practice.
人工智能在重塑青少年认知与交往方式的同时,也带来信息茧房、算法偏见与价值迷失的风险。各方应携手加强青少年数字素养教育,推动AI伦理准则与积极价值标准融入技术开发与应用全过程,以价值理性驾驭技术发展,让人工智能真正促进年轻一代的价值观学习和健康成长。
While artificial intelligence is reshaping adolescents’ cognitive processes and modes of social interaction, it also brings risks such as information cocoons, algorithmic bias, and value disorientation. All stakeholders should work together to strengthen digital literacy education for young people and promote the integration of AI ethical principles and positive value standards throughout the entire process of technological development and application. In this way, value rationality can guide technological advancement, enabling artificial intelligence to truly foster the values learning and healthy development of the younger generation.
青少年是社会的希望与国家的未来,应成为积极价值观的自觉践行者,将积极价值观内化于心、外化于行,在学习、反思与行动中认识自我、理解世界,逐步确立属于自己的价值坐标,形成坚定的价值观信念。
Young people, as the hope of society and the future of nations, should become conscious practitioners of positive values. They should internalize these values and translate them into action, deepen their understanding of themselves and the world through learning, reflection, and practice, gradually forming their own value orientations while establishing firm value convictions.
国际社会具有多样的价值观传统。青少年价值观教育应帮助青少年尊重和欣赏不同的价值观传统,并致力于推进不同价值观传统之间的交流与对话,培育有利于人类和平和繁荣的全人类共同价值观。
The international community encompasses diverse value traditions. Youth values education should help young people respect and appreciate this diversity, while promoting dialogue and exchange among different traditions and fostering shared human values that support peace and prosperity.
面向未来,让我们一起努力,共同构建青少年价值观教育共同体,为年轻一代的健康成长和人类社会的持续进步筑牢价值根基。
Looking ahead, let us work together to build a global community for youth values education, and forge a solid foundation of values for the healthy development of younger generations and the sustainable progress of human society.
